I'm gonna stop you riiiiiiiiiight there buster. I know this is a WIP, but... No. Justu's? Konohagakure? Sharingan? Shinobi? No. This is the Avatar World. None of those exist. You could come up with a tribe he is from with strange firebending techniques, but jutsu's are not allowed. And no village would be called Konohagakure in the Firebending culture. Sorry fam.

Can I make a character that doesn't really deal with bending stuff? Even a spoon?

Yeah, sure, make whoever you want. You can even dabble in spirit stuff if you want. Just, either something to do with spirits(rare), bending, or no bending. No Justu's or anything. Take your pick.

Alright, I'll get to it then. What about weapon enchantments? Like a flame-enchanted sword: Something that can fire a certain element?

Mmmmmmmmm I'm gonna go ahead and say no. If you want to use firebending to light the sword on fire somehow(like using oils or something, or even have a sword made out of fire that you bend constantly(wouldn't do much for a sword, really)) then go ahead. But magic doesn't exist in this world. Enchantments are a no.
